I was surprised by the claim that student voice was the best predictor of teacher quality in one year. My recollection was that MET report found that value added was the strongest predictor, followed by classroom observation, with student ratings the weakest.

Thank you Dylan, you are right. I was confusing 'reliability' with prediction. I've updated the post.

I'm not really sure about the order of classroom observations and student ratings - the 2012 publication stated "Student survey results correlated as strongly with student learning as classroom observations did. They were also a more reliable measure than observations— which makes sense considering that students see every lesson a teacher presents during the school year, compared to the handful observed by evaluators.", but that is probably not their final publication - I find their website difficult to navigate!
